On the surface, it looks very much to fit the bill. However, regardless, Del Toro himself has stated that Frankenstein is not a horror movie.
"It’s an emotional story in my view. It holds great personal significance. I'm posing inquiries regarding fatherhood and sonhood… This isn't a scary movie — by any means."
